HÀ NỘI — Land management and usage in 30 cities and provinces across the country will be inspected from 2016 to 2020, according to a project approved on Monday by Prime Minister Nguyễn Xuân Phúc.
The project aims to solve difficulties and obstacles to intensify State control of land management and usage, as well as to discover and handle violations, which have made the issue one of the hottest topics in Việt Nam in recent years.
According to a report by the Inspectorate under the Ministry of Natural Resources and Environment (MONRE), 97 per cent of complaints and denouncements it received from January to mid-July 2016 concerned land management and usage.
The newly approved project asks MONRE and provincial People’s Committees to focus their inspections on organisations, agencies, or businesses that have conspicuous problems in land management and usage which cause public discontent.
This year the project will focus on inspecting land law abidance by People’s Committees at district and commune levels. Inspections will be carried out on land-related administrative formalities in 2017. The focus is then to switch over to land management and usage on industrial complexes, industrial zones, and economic zones in 2018. In 2019, land management and usage of businesses and enterprises outside industrial zones will be looked into, while in 2020, rice-growing land will be the subject for inspections.
The project also requests State land management agencies at central, provincial and district levels to publish the place and means of inspections to receive citizen information about violations of land laws committed by State agencies or officials involved in land management.
The project, expected to cost about VNĐ49.8 billion (US$2.2 million), will also help improve the human capacity of land inspectors. — VNS
Hà Nội to carry out inspectionsHà Nội People’s Committee said it would conduct investigations on the management of land, construction orders and architectural planning from today until October 15. The ten districts of Hà Nội subject to investigation are Tây Hồ, Đống Đa, Cầu Giấy, Thanh Xuân, Hoàng Mai, Hà Đông, Hai Bà Trưng, Nam Từ Liêm, Bắc Từ Liêm and Thanh Trì. During the investigations, the city’s inspectors will instruct and urge district People’s Committees to solve remaining problems and punish any violations found. — VNS |
