NA to consider adopting six bills at seventh session

HÀ NỘI – The National Assembly will consider the adoption of six bills at its seventh session to be opened on May 20, 2019.
At the ongoing 29th session of the NA Standing Committee in Hà Nội on December 11, deputies gave opinions on the preparation for the seventh session which will last for about 20 days.
The six bills include the revised laws on education, tax management, enforcement of criminal judgments, the law on architecture, the law on amending and supplementing some articles of the law on public investment, the law on preventing and combatting harmful effects of alcohol and beer, and a draft resolution on the law and ordinance development programme in 2020.
Lawmakers will deliberate another nine draft laws.
Besides socio-economic issues, the NA will supervise the implementation of policies and laws on land planning, management and use in urban areas since the Land Law 2013 took effect at the end of 2018.
NA Secretary-General and Chairman of the NA’s Office Nguyễn Hạnh Phúc directed relevant agencies to continue proposing solutions to improve the quality of the session.
During yesterday’s morning working session, the NA Standing Committee evaluated the outcome of implementing external activities and international co-operation in 2018 and approved an external affairs programme in 2019.
The committee also gave its opinions on the outcomes of the NA’s sixth plenum and preparations for the seventh, and discussed amendments to the programme on building laws and ordinances in 2019 and the purchase of additional rice for the national reserve as well as the provision of more money to buy animal medicine.
NA Chairwoman Nguyễn Thị Kim Ngân asked the NA General Secretary to note the opinions of the committee’s members in order to finalise a report on the outcome of the NA’s 6th plenary session. She also required the General Secretary to complete a draft agenda for the NA’s 7th session and send it to relevant agencies and NA deputies for feedback.
She added that the committee was scheduled to vote on the draft ordinance on the adjustments and supplements to some articles related to planning on December 29.
Prior to the conclusion of the meeting, the committee discussed whether it was necessary to promulgate a decree on exhibition activities. Members of the committee reached consensus on the need for a decree to regulate such activities as there was no law or ordinance in this field.
Also yesterday afternoon, Deputy Prime Minister and Foreign Minister Phạm Bình Minh presented the Government’s draft decree on benefits for officials working in Vietnamese offices abroad, which received approval from the committee’s members.
The 30th meeting of the NA Standing Committee is slated to take place from January 10-12, 2019. – VNS
