HÀ NỘI — The National Assembly Standing Committee began its 25th session yesterday with discussions on contentious points in the draft law on the Việt Nam Coast Guard.
The version tabled for discussion this time has been revised after debates at the fifth session of the 14th National Assembly.
Concluding the discussions, NA Vice Chairman Đỗ Bá Tỵ said most members of the NA Standing Committee agreed to classify the coast guard as part of the armed forces.
The Standing Committee required further clarification about the tasks and power of the force to prevent overlapping. The relations between the coast guard and other forces such as the navy and the border guard also need to be clarified.
Also yesterday morning, the Standing Committee gave opinions on debatable matters in the draft law on protecting state secrets.
The 25th session of the NA Standing Committee will last three days, during which three bills – the draft law on the Việt Nam Coast Guard, the draft law on prevention and fight against corruption (revised) and the draft law on protecting state secrets – will be tabled for discussion.
The committee will look into the plans on allocating and using the unused medium-term investment capital from the State budget in 2016-20, and on allocating medium-term public investment capital for the national target programme on the East Sea and islands.
Other items on the working agenda include a draft resolution of the NA Standing Committee on the environmental tax list, and a draft decree stipulating some specific mechanisms on investment, finance, budget and decentralized administration for the Mekong Delta city of Cần Thơ.
At this session, the NA Standing Committee is also scheduled to consider the implementation of a number of stipulations in the Investment Law, the Public Investment Law and the Law on Environmental Protection related to environmental impact assessment of investment projects.

New townships established in Bình Dương, Hà Tĩnh The National Assembly Standing Committee approved the establishment of two townships in southern Bình Dương province and another in central Hà Tĩnh province yesterday, the opening day of the committee’s 25th session. Members of the committee passed a resolution on the establishment of Lai Uyên Township in Bàu Bàng District and Tân Thanh Township in Bắc Tân Uyên District, both in Bình Dương. They also approved the formation of Đồng Lộc Township in Can Lộc District, in Hà Tĩnh. Lai Uyên Township covers nearly 88.36 sq.km and has a population of more than 32,000 from the former Lai Uyên Commune, while Tân Thanh Township covers 26.88 sq.km and has a population of nearly 8,600 from the former Tân Thanh Commune. With the establishment of these townships, Bình Dương Province now has nine administrative units at the district level (one city, four towns, and four districts) and 91 others at the communal level (46 communes, 41 wards, and four townships). Meanwhile, Đồng Lộc Township is set up on 18.69 sq.km with some 6,000 people from the former Đồng Lộc Commune. As a result, Hà Tĩnh Province now has 13 administrative units at the district level (10 districts, two towns, and one city) and 262 others at the communal level (229 communes, 21 wards, and 12 townships). At the meeting, the National Assembly Standing Committee also approved resolutions on the formation of the People’s Court and the People’s Procuracy of Phú Mỹ Town, in the southern province of Bà Rịa-Vũng Tàu. |
