HÀ NỘI — Deputy Prime Minister Trần Hồng Hà stressed the importance of solving complex issues involving projects and land in a meeting with leaders of ministries and localities on Friday morning.

The meeting in Hà Nội discussed plans to implement the Politburo's directives on resolving difficulties related to projects and land involved in inspection conclusions, audits and court judgments in several provinces and cities.

Deputy PM Hà emphasised that this is a very challenging and complex issue, but it holds significant importance in unlocking a substantial resource for the State, enterprises and the public to foster economic and social development.

Violations related to projects and land were mentioned in the inspection conclusions, audits and court judgments in several provinces and cities. They are tied to historical factors, changes in legal policies over time and breaches in State management and many violations cannot be addressed without specific mechanisms and policies.

"Resolving difficulties with projects and land in the inspection conclusions, audits, and court judgments in several provinces and cities is a crucial premise for addressing similar situations nationwide," said Deputy PM Hà.

The participants provided opinions on the draft Implementation Plan, the restructuring of the Task Force and the responsibilities of each ministry, branch, and locality as directed by the Politburo.

Affirming that HCM City will complete the tasks assigned according to the plan, Chairman of the HCM City People's Committee Phan Văn Mãi expressed his hope that the Government will soon issue a decree to amend multiple decrees and that the National Assembly will pass a resolution on special mechanisms and policies for projects and land violations as directed by the Politburo.

He also urged inspection, prosecution and judicial agencies to promptly issue conclusions on specific projects.

In his concluding remarks, the Deputy PM Hà underscored the need to strictly implement the Politburo's directives on resolving long-standing difficulties with projects and said: "This is an urgent task that must be carried out with the utmost responsibility."

Hà requested that the Government Inspectorate take into account the feedback and report to the Prime Minister regarding the restructuring and supplementation of Task Force members.

Provinces and cities, within their assigned authority and with the support, guidance, and involvement of ministries and branches, were asked to proactively resolve difficulties related to projects and land in the inspection conclusions, audits and court judgments. They were also asked to review and compile a list of similar projects and land issues and report to the relevant authorities for consideration and resolution.

By August 15, the ministries of Natural Resources and Environment, Planning and Investment, Construction, Finance, the State Bank, and Justice are expected to complete the review of difficulties within their management scope (land, planning, bidding, auction, legal precedents, etc.) in handling projects and land in the inspection conclusions, audits and court judgments.

From this, they will propose and report to the Task Force and the Prime Minister on mechanisms and policies that need to be amended or supplemented within their specialised management authority, the Prime Minister, the Government and the National Assembly.

By September 2024, ministries, branches, and localities are expected to issue all necessary legal documents (circulars, standards, regulations, resolutions of People's Councils, decisions of People's Committees) to resolve difficulties for projects and land in the inspection conclusions, audits, and court judgments. They will also present to the Government and the Prime Minister amendments to decrees and decisions within their authority.

The Ministry of Justice will lead and coordinate with specialised ministries to draft and submit to the National Assembly a resolution on specific mechanisms and policies to resolve difficulties for projects and land in the inspection conclusions, audits and court judgments. — VNS
