HÀ NỘI – The Inspection Commission of the Party Central Committee has concluded that the Party delegation to the Transport Ministry had seriously violated the principle of centralised democracy and working regulations.
This is part of the outcomes of the commission’s 35th session from April 24-26, which was announced on Sunday.
The commission said the Transport Ministry’s Party delegation had shown a lack of responsibility, slackened their leadership and inspection, resulting in many law violations and wrongdoings in the process of equitisation and State capital divestment at several enterprises under the ministry’s management.
Former secretary of the Transport Ministry’s Party delegation and former minister Đinh La Thăng (who had been expelled from the Party and is serving time in prison) bore the primary responsibility as well as the responsibility of the top leader for the violations and wrongdoings of the Party delegation and the Transport Ministry. Thăng himself broke the principle of centralised democracy and working regulations in carrying out his assigned duty and tasks.
Members of the Transport Ministry’s Party delegation and deputy ministers of transport, who are Nguyễn Hồng Trường, Nguyễn Văn Công, Nguyễn Ngọc Đông and Nguyễn Nhật, also shared the blame for the violations and mistakes of the Party committee while having to bear personal responsibility for mistakes in carrying out their assigned duties and tasks.
Vũ Văn Ninh, former member of the Party Central Committee and former Deputy Prime Minister committed violations and mistakes in making decisions on the equitisation of and divestment of State capital at some enterprises under the transport ministry.
Phạm Viết Muôn, former deputy chief of the Government Office, committed violations and mistakes in advising Government leaders regarding the equitisation and State capital divestment at some enterprises under the transport ministry.
The violations of the Transport Ministry’s Party delegation and the above-mentioned officials have caused great losses of State money and property, negatively affecting the prestige of the Party organisation and the transport sector, causing resentment in society and prompting the need for disciplinary actions.
Units under the Transport Ministry and the Government Office must be held accountable for letting those violations and mistakes take place, the Inspection Commission said and requested competent Party agencies examine and decide punishment on related units and individuals.
The Inspection Commission also looked into the case of the standing board of the Party Committee of the naval force under the Ministry of Defence, and came to the conclusion that the standing board had seriously violated the principle of centralized democracy and working regulations, shown a lack of responsibility, slackened their leadership and inspection, resulting in many law violations and wrongdoings in the management and use of defence land, with a number of officers and Party members in the naval force held subject to criminal liability.
Admiral Nguyễn Văn Hiến, former member of the Party Central Committee, former member of the Central Military Commission and former Deputy Minister of Defence, must share the responsibility for the violations and mistakes by the standing board of the Party Committee of the naval force during the time he served as vice secretary of the Party Committee and Commander of the force. He must also bear the main responsibility as well as personal responsibility for the violations and mistakes of the force in management and use of defence land.
Vice Admiral Nguyễn Văn Tình, former member of the Party Central Committee, former member of the Central Military Commission, former secretary of the Party Committee of the naval force and former political commissar of the force, must bear the responsibility as a top leader for the violations and wrongdoings of the standing board of the Party Committee of the naval force.
Rear Admiral Lê Văn Đạo, former member of the Party Committee and former Deputy Commander of the naval force, must bear the shared responsibility and personal responsibility for the force’s violations and wrongdoings in the management and use of defence land.
The violations of the standing board of the Party Committee of the naval force and the above-mentioned officers have caused great losses of State money and property, negatively affecting the prestige of the Party organisation and the army, prompting the need for disciplinary actions.
The Inspection Commission’s 35th session also made decisions on disciplinary measures against several military officers and Party officials of Đà Nẵng, Hà Nội and Hòa Bình province.
The commission gave a warning to Lieutenant General Nguyễn Hoàng Thủy who is vice secretary of the Party Committee and Commander of Military Zone 9, and stripped all Party positions of Colonel Trương Thanh Nam who is member of the Party Committee and deputy chief of staff of Military Zone 9 and also former vice secretary of the Party committee and Commander of Division 8 under Military Zone 9. Those two officers had seriously violated the principle of centralised democracy and working regulations, shown a lack of responsibility, slackened their leadership and inspection, resulting in many law violations and wrongdoings in the management and use of land at Division 8.
The commission asked the Party Central Committee’s Secretariat to consider and decide punishment for Nguyễn Bá Cảnh, member of the Party Committee of Da Nang and deputy head of the Đà Nẵng Party Committee’s Commission for Mass Mobilisation, as Cảnh had committed violations of rules on ethics and lifestyle, regulations of the Party Central Committee on things that Party members are banned from doing, and the Party’s rules on Party officials and members’ responsibility for setting example.
The commission also meted out punishments to several Party officials in Hà Nội and Hòa Bình Province, among some other issues. — VNS
