HÀ NỘI — The Politburo yesterday held a national conference on the implementation of the Party Central Committee's conclusions and regulation on Party building and rectification.

The virtual conference was organised under the chair of Party General Secretary Nguyễn Phú Trọng. It was attended by Politburo members, including President Nguyễn Xuân Phúc, Prime Minister Phạm Minh Chính, National Assembly Chairman Vương Đình Huệ and permanent member of the Party Central Committee's Secretariat Võ Văn Thưởng.

Implementing the resolution of the 13th National Party Congress, the fourth plenum of the Party Central Committee agreed to issue a conclusion on stepping up the building and rectification of the Party and the political system.

The conclusion emphasised the resolve to prevent and drive back degradation in ideology, morality and lifestyle, and the phenomena of 'self-evolution' and 'self-transformation' within the Party, and strictly handle officials and Party members who commit violations.

A new regulation on things that Party members are not allowed to do have also been issued.

To implement the conclusion and regulations, the Politburo has rolled out an implementation plan.

The conference is set to disseminate major contents of the fourth plenum of the 13th Party Central Committee and the implementation plan, in order to create high consensus in both awareness and action in the entire Party.

Speaking at the meeting, Parader Trọng stressed that Party members must continue improving their bravery and wisdom. Furthermore, the Party must strive to enhance rectification work to build a more transparent Party and political system, one that is capable of leading the country in developing more rapidly and sustainably, through promoting positive impacts and addressing negative impacts of the market-oriented economy, and international integration. 

He emphasised that the conclusions are not only important for the Party but for the political system generally. They will impact civil servants, public employees and authorities at all levels of the political system, including law enforcement agencies and anti-corruption agencies, in line with the spirit of the Resolution of the 13th National Party Congress to build a strong and clean Party and political system.

Together with preventing and strictly handling activities relating to degradation in ideology, morality and lifestyle, and corruption, the conclusion also supplemented and clarified a system of signs of degradation in ideology, morality and lifestyle, and of 'self-evolution' and 'self-transformation' in line with the new situation, he said.

The conclusion also supplemented more comprehensive mechanisms and institutions about Party and political system building, rectifying, preventing and controlling corruption and negative phenomena.

A new regulation on things that Party members are not allowed to do was considered as an important foundation to handle violations of officials and Party members, as well as to prevent and fight against corruption and negative phenomena, he said.  

In order to effectively implement the conclusions and new regulations of the fourth plenum of the Party Central Committee together with speeding up the implementation of the 12th Party Central Committee’s Resolution No 04-NQ/TW on strengthening Party building and rectification, the Parader urged Party committees and organisations at all levels to make specific action plans and programmes to carry out the conclusion and regulation in accordance with each locality, agency and unit’s situation.

Missions and solutions should be implemented synchronously and comprehensively, he emphasised, asking each official and Party member to be an example to others. The criticism and self-criticism must be conducted thoroughly, seriously and carefully.

The Party chief also asked all officials and Party members to have high determination and consensus, and take drastic and feasible measures to prevent hostile forces from distorting, inciting and sabotaging.

He expressed his belief that the country will overcome all difficulties, and successfully implement the conclusion and regulation of the fourth plenum of the 13th-tenure Party Central Committee, and other resolutions and decisions to create a breakthrough in Party building and rectification. — VNS
