22 indicted in PVN,kèt qua bong da PVC corruption cases

Đinh La Thăng, former chairman of the Member Council of PetroVietnam (PVN), will face charges of “deliberately violating State regulations, causing severe consequences” while his subordinate, Trịnh Xuân Thanh, will have the same charges together with “misappropriating property.”

HÀ NỘI — Đinh La Thăng, former chairman of the Member Council of PetroVietnam (PVN), will face charges of “deliberately violating State regulations, causing severe consequences” while his subordinate, Trịnh Xuân Thanh, will have the same charges together with “misappropriating property.”

The Supreme People’s Procuracy of Việt Nam announced the charges on Thăng, Thanh and 20 others yesterday after investigations into wrongdoings at PVN and its subsidiary PetroVietnam Construction Corporation (PVC) were concluded.

According to the indictment, Thăng was mainly responsible for wrongdoings during construction of the Thái Bình 2 Thermal Power Plant Project. He was the mastermind, instructing PVN on carrying out the engineering, procurement and construction (EPC) package. He was also found guilty of directing the PetroVietnam Power Corporation (PV Power) to illegally sign EPC number 33 with PVC.

During the investigation, Thăng is said to have admitted the wrongdoings as the company head.

The indictment says that Trịnh Xuân Thanh, PVC’s former chairman, had directed Vũ Đức Thuận, PVC’s former director general, to sign EPC number 33 during construction of the Thái Bình 2 project so that PVC could get an advance deposit of US$6.6 million and over VNĐ1.312 trillion ($57.7 million). He also used the money illegally, causing losses to the State budget.

Thanh and Thuận also directed Nguyễn Anh Minh, PVC’s former deputy director general, and Lương Văn Hòa, former director of PVC’s Vũng Áng-Quảng Trạch Project Management Board, to draw up false documents to withdraw over VNĐ13 billion ($578,000) from the project for personal use.

Thanh was found guilty of “deliberately violating State regulations, causing severe consequences” and "embezzlement of property" under Article 165, Clause 3 and Article 278, Clause 4 of the 1999 Criminal Code.

During the investigation, Thanh was insincere, evasive and unconvincing. He also fled the country, causing difficulties and hindering the investigation process, the indictment said.

The Supreme People’s Procuracy also authorised the Hà Nội People’s Procuracy to conduct the prosecution and control the trial of the case at the municipal People’s Court.

The trial is scheduled to start on January 8, 2018. — VNS

-          Nguyễn Ngọc Quý – PVC deputy chairman;

-          Nguyễn Mạnh Tiến – PVC deputy general director;

-          Phạm Tiến Đạt – former PVC chief accountant;

-          Trương Quốc Dũng – former PVC deputy general director;

-          Nguyễn Đức Hưng – former head of Vũng Áng-Quảng Trạch PMU’s finance and accounting department;

-          Lê Xuân Khánh – former head of Vũng Áng-Quảng Trạch PMU’s economics and planning department;

-          Nguyễn Lý Hải – former head of Vũng Áng-Quảng Trạch PMU’s technical department.
