HÀ NỘI — Party General Secretary and State President Tô Lâm on Monday addressed the National Assembly (NA), stressing innovation in lawmaking to leverage all potential and resources for growth.

Speaking at the opening plenary of the 15th NA’s eighth session, the top leader underlined the need to abandon rigid management thinking and pursue long-term visions in legislative work.

Innovating NA operations and ensuring the efficiency of NA deputies within their authority is one of the key factors, he said.

Lawmaking must be conducted in alignment with the actual situations of Việt Nam while taking into account past experiences and future opportunities, with people and businesses as the core. Regular reviews of policy implementation should also be carried out to promptly address shortcomings and minimise waste of resources, he said.

Acknowledging the progress in NA activities, Lâm praised the impact of legislative work in perfecting the country’s legal system and driving socio-economic activities while ensuring human rights and national development.

Since the beginning of its tenure in 2021, the 15th NA passed 43 laws and more than 60 resolutions, while the NA Standing Committee issued 45 resolutions and three ordinances.

Meanwhile, some of the laws regarding key and emerging issues such as investment, finance, property management, data and digital industries will be discussed in this session.

In his address, the top leader highlighted the delegation of power to allow more proactiveness and responsibility among localities, as well as administrative reforms to reduce compliance costs and improve convenience for businesses and people.

He also stressed discipline, responsibility and preventing misconduct and interest groups, as well as establishing the legal frameworks for emerging sectors, such as artificial intelligence and digital and green transformation, paving the way for future breakthroughs in Việt Nam’s development.

Lâm required that the NA further enhance its role in oversight and decision-making on important national issues, which must be aligned with actual circumstances and avoid overlapping with the scope of work of other state agencies to optimise resources.

The NA should continue improving the quality of Q&A activities, accountability and supervision regarding legal documents and focus on monitoring, reviewing and implementing recommendations following these evaluations.

The Assembly should also reform the process for state budget affairs and supervise the implementation of budget plans, he said.

Noting that this NA session has an immense volume of work related to supervision and decision-making on important national issues, such as socio-economic development, state budget, cultural development and key infrastructure projects, Lâm urged the NA and its deputies to fulfil their roles and responsibilities in the discussions and decisions for these important matters.

In addition to improving the efficiency of its committees, councils and agencies, the NA is also encouraged to expand and enhance its foreign affairs activities, thereby elevating Việt Nam’s standing in the world.

“The NA, its units and deputies must embody the spirit of solidarity, responsibility and innovation to create breakthroughs and exceptionally fulfil their duties, contributing to the unified efforts of the Party, the army and the people for a socialist state of Việt Nam that can stand shoulder to shoulder with the world’s great powers as per the aspirations of the late President Hồ Chí Minh and the entire nation,” said Lâm. — VNS
