October 20, 2020 - 08:03 The tenth sitting of the 14th-tenure National Assembly will be held starting Tuesday, with the first working week being online and a two-week long plenary session held in mid-November in Hà Nội.

HÀ NỘI — The tenth sitting of the 14th-tenure National Assembly (NA) will be held starting Tuesday, with the first working week being online and a two-week long plenary session held in mid-November in Hà Nội.
Vũ Minh Tuấn, deputy chair of the NA Office, announced at a press briefing in Hà Nội Monday on the NA agenda that the total working days of the tenth sitting will be 19 days (not including days off) and will be concluded on November 17.
During the sitting, the NA will spend seven days – one third of its total working time – on legislation, Tuấn said.
The Vietnamese parliament will deliberate and adopt the following seven law projects: The amended Law on Contract-based Vietnamese Overseas Workers; the Việt Nam Border Guard Law; the amended Law on International Treaties; the amended Law on Environmental Protection; the Law amending and supplementing a number of articles in the Law on handling of administrative violations; the amended Law on Residence; and the Law amending and supplementing a number of articles of the Law on Prevention and Control of Human Immunodeficiency Syndrome virus (HIV/AIDS).
In addition, the legislature will review and adopt three draft resolutions – the NA’s Resolution on joining the United Nations peacekeeping force; NA’s Resolution on the organisation of urban government in HCM City; and the NA’s Resolution on the pilot management and use of land for national defence and security in economic activities.
Given that this is the year-end sitting, the NA will review and decide matters related to socio-economic development and State budget, working reports of the Chief Justice of the Supreme People's Court and the Chief Procurator of the Supreme People's Procuracy, Government reports on crime prevention and law violations, and anti-corruption efforts in 2020.
The NA will also spend two and a half days reviewing reports and conducting hearings on the implementation of the NA's resolutions on topical supervision.
Besides, the NA will discuss and give comments on the draft documents to be submitted to the 13th National Congress of the Communist Party of Việt Nam to be held next year, decide the national election day for the election of deputies to the 15th-tenure National Assembly, and elect deputies to the People's Councils at all levels for the term 2021-26.
Also during the tenth sitting, the NA will consider and decide on personnel matters – approving the dismissal and appointment of the post of the Minister of Science and Technology (the current minister Chu Ngọc Anh has been appointed as Chairman of the Hà Nội People’s Committee), approving the dismissal of the Governor of the State Bank of Việt Nam, approving the appointment of personnel of the Minister of Health, approving the personnel of judges of the Supreme People's Court.
The NA will also on November 2 pass the decision to officially remove deputy Phạm Phú Quốc from the HCM City’s delegation, who was earlier found to have a Cyprus passport in violation of the law, which forbids a dual citizenship holder from being in the legislature.
“Phạm Phú Quốc committed a wrongdoing, and is no longer worthy of representing the voters and the people, and he has to be ousted from the parliament,” NA Secretary General and Chairman of the NA Office Nguyễn Hạnh Phúc said at the press briefing.
Phúc added that the NA rules dictate that removal of a deputy can only be conducted via a secret ballot that can only conducted during the plenary session. — VNS
