State audit agencies foster co-operation

HÀ NỘI – Auditor General Hồ Đức Phớc held talks with his Malaysian counterpart Madinal Binti Mohamad, who is in Việt Nam to attend the 14th Assembly of the Asian Organisation of Supreme Audit Institutions (ASOSAI).

Phớc said the partnership between the two agencies has improved over the past few years thanks to new co-operation activities designed to share professional experience.

From 2005 to 2012, the State Audit of Việt Nam (SAV) sent three delegations of senior leaders to Malaysia to learn about auditing standards and techniques, and to explore applications of information technology in personnel training.

The National Audit Department of Malaysia supported the SAV in implementing, monitoring and evaluating the ASEAN Organisation of Supreme Audit Institutions (ASEANSAI) strategic plan.

The department has helped train SAV officials though its technical co-operation programme, funded by the Malaysian Government.

Since 2008, the SAV has sent 15 officials to courses in Malaysia.

Phớc spoke highly of the recent assistance, saying all officials trained in Malaysia have performed well upon returning to Việt Nam, helping to enhance his department’s efficiency.

Madinah Binti Mohamad said Malaysia’s audit department has strong training programmes. It established a National Audit Academy in 2005, and has organised one or two courses for international trainees each year since 2007.

Each year, Malaysia’s State audit agency conducts 150-200 audits on issues related to operational enforcement and efficiency, she said.

She said her department will continue to include SAV officials in its training and co-operation exercises.

The two sides will exchange delegations to study digitalization techniques and build training courses on environmental and IT auditing.

As ASOSAI chair for 2015 to 2018, the Malaysian Auditor General said her department is willing to share its experience with the SAV when Việt Nam takes charge for the next term (2018 to 2021). She offered to connect members and evaluate challenges facing the region, and to help implement the ASOSAI strategic plan. – VNS
