Deputy PM meets with Chinese foreign minister

HÀ NỘI — Foreign Minister Phạm Bình Minh said the Communist Party of Việt Nam (CPV) and Government always wish to develop the comprehensive strategic partnership with China during his talks with Chinese Foreign Minister Wang Yi in Hà Nội on Thursday.
Minh, who is Deputy Prime Minister, welcomed the visit by Wang, who is in Việt Nam from November 2-4, following the success of the 19th Congress of the Communist Party of China (CPC).
He noted that the CPV and Government support China’s growth and positive contributions to maintaining peace, stability and co-operation in the region and the world.
Both sides agreed to work closely together to prepare for the CPC General Secretary and President Xi Jinping’s Việt Nam visit and his attendance at the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting 2017, and effectively implement agreements and common perceptions reached by the two countries’ leaders.
They vowed to maintain visits and exchanges by high-ranking leaders, Parties, legislatures and Fronts, further uphold the role of the Steering Committee for Bilateral Cooperation and the two foreign ministries in directing bilateral ties, and enhance co-operation mechanisms between diplomatic, national defence, security and law enforcement sectors.
The two nations will elevate two-way trade in a stable, balanced and sustainable direction, effectively tap China’s credit packages to Việt Nam and continue partnering in transport, agriculture, environment and natural resources, science-technology, climate change response, sustainable protection and use of Mekong – Lancang water resources, exchange of data on border river hydrology, and people-to-people exchange.
Further attention will also be paid to enforcing legal regulations on mainland borders, promoting the opening and upgrade of border gates as agreed, facilitating customs clearance, developing the border economy, maintaining security and order, and coordinating on issues of shared concern at regional and global forums.
The FM Minh asked for the two sides to seriously abide by agreements and common perceptions agreed by State and Paraders, including the Việt Nam-China Agreement on Basic Principles Guiding the Settlement of the Issues at Sea while promoting the efficiency of current negotiating and co-operation mechanisms to build trust.
He also asked that the two sides strive to firmly settle disputes in the East Sea by peaceful means in line with international law, including the 1982 United Nations Convention on the Law of the Sea, fully and effectively implementing the Declaration on the Conduct of Parties in the East Sea, towards reaching a Code of Conduct in the East Sea, soundly managing disputes at sea, and avoiding any actions to complicate and expand the disputes to maintain peace and stability in the East Sea.
Briefing the host about important results of the 19th Congress of the CPC, Wang said Party chief Xi’s selection of Việt Nam as the first country to visit following the congress reflected that the CPC, State and he himself attach great importance to nurturing the friendly neighbourliness and comprehensive co-operation with Việt Nam.
China supports Việt Nam’s successful hosting of the APEC Economic Leaders’ Meeting, he said, adding that the Chinese Foreign Ministry will work closely with the Vietnamese counterpart and agencies concerned to promote a sustainable and stable Việt Nam-China comprehensive strategic co-operative partnership. — VNS
