HCM CITY — President Trần Đại Quang met voters from the armed forces in HCM City yesterday, praising their responsible opinions and valuable proposals. 

He noted that in 2016, Việt Nam has recorded many important socio-economic, cultural, defence, security and external relations achievements. However, the country also faces new forms of crime, including cyber crimes, as well as traditional and non-traditional challenges, he said. 
The President affirmed that the strengthening of defence and security is key for the country’s socio-economic development and international integration, requiring the armed forces to be well prepared and ready to safeguard the country’s sovereignty, unification and territorial integrity. 
He underscored that the armed forces should focus on strengthening political education, as well as fostering close relationships with the people and loyalty to the Party, while actively engaging in popularising Party and State law and policies; and socio-economic development, poverty reduction and natural disaster response. 
He highlighted the need for reform and improved armed forces training, along with an accurate forecast of threats. 
During the meeting, the President answered voters’ questions on a number of problems, including the slow issuance of legal documents that hinders the implementation of laws, while acknowledging their views on the need for specific regulations, authority and tools to handle administrative violations. 
He also agreed with voters about the necessity to integrate defence and security with socio-economic development in specific fields, as well as to verify major projects on defence-security and define the responsibility of individuals and collectives for project failures. — VNS
