HÀ NỘI– The second session of the 14^thNational Assembly (NA) is set to open tomorrow, said Vice Chairman of the NA Office, Nguyễn Mạnh Hùng at a press briefing yesterday.

During the session, lasting through to November 23, the NA is expected to adopt four bills and one resolution, including the Law on Associations, the Law on Faiths and Religions, the Law on Property Auctions, the amended Criminal Code and the amended Resolution on Elimination and Reduction of Tax on Using Agricultural Land.

NA deputies will also review thirteen bills, including the Law on Railways, Law on External Trade Management, Law on Supporting Small- and Medium-sized Enterprises, the amended Law on the Management and Use of State Properties, the Law on Compensation Responsibility of the State, Law on Legal Aid, and the amending and supplementing of some laws on investment and business.

The Resolution on the issuance of electronic visas for foreigners travelling to Việt Nam will also be reviewed.

NA deputies will also review, debate and give opinions on a number of socio-economic reports, including: a report on the socio-economic situation of 2016, and the objectives of socio-economic development for 2017; a report on the implementation of the 2016 national budget; the 2016 national budget estimates and proposal for 2017 national budget allocation; a report on mid-term public investment in 2016-20; and a report on the objectives and directions of mobilisation and the use of loans and management of public debts in 2016-2020.

Other reports include those on handling environmental incidents and lessons, solutions to protect the environment; and on the East Sea issue.

The NA will oversee the plan on implementing a national goal for developing rural areas.

The NA will spend two and a half days for question time.

NASC closes 4th meeting

The fourth session of the 14^thNA Standing Committee concluded in Hà Nội yesterday after six days of working.

Speaking at the closing ceremony, NA Chairwoman Nguyễn Thị Kim Ngân said the meeting took place in two phases from October 3-6 and October 17-18, with all the agenda completed.

In the first phase, the committee discussed the preparations for the second session of the 14th legislature, as well as some draft laws and reports for submission to the NA.

The top legislator stated that the NA Standing Committee approved the Prime Minister’s proposal to appoint a new Vietnamese Ambassador to Laos for the 2016-2020 tenure, and the establishment of a group of female parliamentarians.

The committee suggested the Government further improve the draft law on amendments and supplements to laws on business and investment as it fails to follow fully the Law on the Promulgation of Legal Documents.

Most deputies also agreed on the necessity of promulgating a resolution on the granting of e-visas for foreigners as a way to promote tourism, the investment climate and international cooperation. - VNS
